Profile

CAPT Robert Matthias, USN, is the director of the Joint Information Operability Test Command (JITC), the Defense Department’s joint interoperability certifier and only non-service operational test agency for information technology (IT) and national security systems. JITC provides risk-based test, evaluation & certification services, tools and environments to ensure joint warfighting IT capabilities are interoperable and support mission needs.

His career as an officer began onboard the USS Stephen W. Groves (FFG-29), as the combat information center officer, electronic warfare officer and intelligence officer. He has served on the USS Stethem (DDG-63) as the assistant operations and training officer and recently commanded Naval Computer and Telecommunications Station in Sicily—receiving a DISA European Facility of the Year award while supporting Fleet Cyber Command/C10F and U.S. Naval Forces Europe-Africa Command/C6F.

He has served in various joint, operational, and staff information warfare assignments on land and at sea. Some of his assignments include, but are not limited to, the liaison to the U.S. Strategic Command Chief of Data Strategy, planning and acquiring mission-essential database resources, aboard the USS Boxer (LHD-4) as the electronics material officer. He served in Expeditionary Strike Group Three as a staff communications officer, forward-deploying to Navy Central under CTF 51/58/59/158, and as officer-in-charge, Navy Cyber Forces Command Detachment San Diego, supporting the PACFLT AOR with the Cybersecurity Inspection and Certification Program.

CAPT Matthias’ awards include the Meritorious Service, Joint Commendation and Navy Commendation Medals, the Brazilian Navy’s Admiral Tamandaré Medal of Merit, and the U.S. Navy Information Professional’s Vice Admiral Mayo Award for inspirational leadership.
