Profile

COL Kevin M. MacNeil is the Director of Operations for Joint Force Headquarters – Department of Defense Information Network (JFHQ-DODIN). In this role, he directs the command and control of DODIN Operations and Defensive Cyberspace Operations – Internal Defense Measures, synchronizing DODIN defense and synthesizing global intelligence sharing to deter adversary attacks, and enable power projection, freedom of action, and mission assurance across all warfighting domains.

COL MacNeil grew up in the Army and enlisted in January 1991. In the summer of 1993, he left the Army under the Green to Gold program, returning after college as a Second Lieutenant in the Signal Corps. COL MacNeil has had a wide variety of assignments throughout his career. As a young company grade officer, COL MacNeil served as a platoon leader, battalion maintenance officer, and S3 action officer in the 11th Signal Brigade at Fort Huachuca, Arizona. He also served in the G6 of 1st Armored Division in Wiesbaden, Germany, then as a company commander for the 22nd Signal Brigade in Darmstadt, Germany. During this early stage of his career, COL MacNeil deployed in support of operations Desert Fox, Kuwait (1998), Kosovo Peace Keeping, Macedonia (2000), and Operation Iraqi Freedom (2003).

As a field grade officer, COL MacNeil was assigned to Fort Lewis, Washington, where he deployed with I Corps to Baghdad, Iraq, serving as the G6 Chief of Operations and G6 Lead Planner. Upon redeployment, he moved across post to the 51st Signal Battalion where he served as the battalion’s S3 and Executive Officer. During his field grade years, he completed two tours in the Pentagon. First with the Office of the Secretary of Defense, then five years later with the Joint Staff J6. Following the Joint Staff, COL MacNeil commanded the 30th Signal Battalion and served as the Director, Network Enterprise Center Hawaii. Before joining the JFHQ-DODIN team, COL MacNeil served as the G3 for 335th Signal Command (Theater - Provisional) at Camp Arifjan, Kuwait, and commanded the Defense Information Systems Agency Global Field Command located at Scott Air Force Base, Illinois.
