As Joint Service Provider (JSP) Chief of Staff, Mr. Shirley provides organizational management and direct staff oversight for the JSP Director. As the Director's principal advisor, he is responsible for functional staff efforts including manpower, continuity of operations, facilities, physical and personnel security. Previous positions include Chief of Staff for Washington Headquarters Services Enterprise Information Technology Services Directorate, Deputy Director for Washington Headquarters Services Enterprise Management, and Director, Information Assurance with the Washington Headquarters Services Information Technology Management Directorate.
Mr. Shirley is a retired Air Force Communications Officer serving with distinction during Operations Desert Shield and Desert Storm, Operation Iraqi Freedom, and Operation Enduring Freedom, leading Airmen in both operational support and combat roles. Mr. Shirley has over 35 years of experience as an information technologist and leader within the Department of Defense.
He holds a Bachelor's of Science in Computer Information Systems from Howard University, a Master's of Science in Information Systems and a Master's of Public Administration, both from American University.
