Bernard del Rosario brings to the Department of Defense’s (DoD) Defense Information Systems Agency (DISA) over twenty (20) years of hands-on engineering, telecommunications and information systems experience. Seven (7) years in the private sector working for Global Internet Service Providers (ISPs), Voice, Video, Data Commercial Carriers and Fiber Optic long-haul Carriers. After gaining a wealth of experience in engineering the migration of ATM and other Information Technology (IT) infrastructures to Internet Protocol (IP) based networks, Bernard decided to take his expertise in a new direction. He shifted his focus towards Civil Service, first at the Treasury Department, supporting the Wide Area Network (WAN) infrastructure of all fifteen (15) of their Bureaus. His time at the Treasury acted as a stepping stone towards his current mission at DISA.
Past positions also include: Systems Engineer, Senior Application Performance Analyst, Network Engineer, Project Manager, Senior Principle IT Analyst for NetOps, Product Engineer-Optical Networks, and Senior Manager-Advanced Network Architectures. Over the years he has gained hands on experience with numerous vendors. He’s played a key role in Application Performance Testing and Modeling & Simulations for several of DISA’s Pillar Programs.
His most recent accomplishments is the successful engineering and implementation of DISA’s premiere DoD Cloud Enterprise service, Secure Cloud Computing Architecture (SCCA). SCCA provides DoD Components dedicated secure access to Cloud Service Offerings. Mr. del Rosario is currently the Chief Engineer for DISA’s SCCA Program. Providing both Mission and Boundary Cyber defense, this new DoD Enterprise Service Offering enables DoD Mission Owners to migrate mission critical workloads and consume Cloud Services in DoD approved Commercial Clouds. Bernard is also credited as the author of the “Functional Cloud Computing Model” which became part of the DoD CIO Cloud Strategy Technical Architecture. For the past eight (8) years his focus has been IT Virtualization, Cloud Computing and Big Data Analytics.
Mr. del Rosario vision as the Chief Engineer of SCCA is to accelerate DoD’s ability to adopt secure Cloud Computing, maximize portability and interoperability through emerging Standards, adaptive Network Architectures and robust hardware/software analytic tools.
He received his Bachelors of Science in Marine Biology from the University of Maryland and a Master’s of Science in Telecommunications and Information Systems from Johns Hopkins University.
