Darrell D. Fountain

Chief, Cyber Security Services Provider (CSSP) Program

Profile

Mr. Darrell D. Fountain is the Chief of the Cyber Security Services Provider (CSSP) program for the Defense Information Systems Agency (DISA). In this role, he leads the CSSP Division in the provisioning of CSSP support to the DISA Enterprise, Combatant Commands (CCMDs), and Department of Defense (DoD) agencies that subscribe to DISA as their cyber security service provider in acordance with DoD Instuction (DoDI) 8530.01. The CSSP Division provides resources to enable subordinate operational activities and mission partners to defend their portion of the Department of Defense Information Network (DoDIN) network and respond to cyber incidents and activities as a component of DoD’s Integrated Cyber Defense.

Mr. Fountain joined DISA in 2014 and has served as a member of the DISA team to develop and refine threat based analytic processes and defensive methodologies. He has worked in coordination with the United States Cyber Command and Joint Forces Head Quarters Department of Defense Information Network (JFHQ-DoDIN) to facilitate Defense Cyber Operations – Internal Defense Measure (DCO-IDM) strategic efforts on behalf of the Operations Center team; capturing and codifying goals and objectives to guide the agency’s DCO-IDM effort into the future.

Prior to his civil service, Mr. Fountain served in the United States Army for over thirty years before retiring. He received his commission in the Army upon graduation from the United States Military Academy at West Point with a Bachelor’s degree in electrical and electronic engineering. He later studied Computer Software Engineering and Communications Systems at the United States Air Force Institute of Technology (AFIT) and earned a Master of Science in Strategic Studies from the United States Army War College.

During his career in the Army, Mr. Fountain served in a diverse array of command, staff, and joint assignments in various communications positions, commanding troops both in the United States and overseas. He deployed as the Deputy Director of Communications and Networks for V Corps and Multi-National Corps Iraq in support of Operation Iraqi Freedom (OIF). In that capacity he participated in a variety of initiatives to improve and optimize communications and to deployed forces in the theater.

Mr. Fountain resides in Carlisle, Pennsylvania with his wife of 35 years, Melody Fountain a retired Pennsylvania school teacher. They have 3 children; Bethany Fountain, Margaret Harris, and Jacob Fountain.
