Profile

As the Director of Network Services Programs, Mr. Gavino is responsible for a portfolio of contracts that provide government agencies with a diverse set of telecommunications services valued at over $2 billion annually. These offerings include: Networx, Connections II, Custom SATCOM Solutions (CS2) and Custom SATCOM Solutions–Small Business (CS2-SB), Wireless FSSI and Managed Mobility, Federal Relay services for individuals who are deaf or hard of hearing, and local telecommunications services contracts. Mr. Gavino is also responsible for the Network Services 2020 Strategy to include Enterprise Infrastructure Solutions (EIS), and for program leadership across GSA’s 11 Regional Network Services organizations.
Before coming to GSA, Mr. Gavino worked in the field of networking and communications as a member of the United States Air Force, retiring as a Colonel after twenty-seven years of service. He held numerous leadership positions as Communications Director, including Director of Command, Control, Communications and Computer (C4) Systems for the U.S. Air Force’s Central Command (USAFCENT) and the Combined Air and Space Operations Center (CAOC), where he was responsible for all deployed Air Force communications systems and information technologies in the USAFCENT theater of operations. He also served as Vice Wing Commander, 689th Combat Communications Wing, Director of Communications and Information at the Thirteenth Air Force. In his last position Mr. Gavino served as the Director of Communications and Chief Information Officer for the Air Force Intelligence, Surveillance, and Reconnaissance (AF ISR) Agency. He holds both a B.S. as well as an M.S. degree in Computer Science.
