Profile

Todd Wilkinson has served as a Joint Force Headquarters–Department of Defense Information Network (JFHQ-DODIN) as a Program Manager since January 2016. Currently leads the Commanders Battlespace Area Evaluation working group providing recommendations for operational guidance for the DODIN Cyberspace Forces (DCF) to validate the security posture of the DODIN.

Mr. Wilkinson joined JFHQ-DODIN in January 2016, as the Operational Readiness Officer, refining the readiness reporting process and migrating the report into the Defense Readiness and Reporting System (DRRS) for the J3, Operations Directorate. He led the development of the Command Cyberspace Operation Readiness Inspection (CCORI), moving from a strictly compliance inspection to an inspection process that is mission based and threat directed.

Before joining JFHQ-DODIN, he was a Logistics Management Specialist for the 781st MI BN from 2014 to 2016. Managing process to convert the BN from MI to Cyberspace. Supporting six companies as the COR for the development, renovation and final buildout of the SCIF.

Mr. Wilkinson is a retired USAF aviation officer with 29 years of service. He graduated from Florida State University with a degree in Finance and a minor in Communication. Commissioned in 1984, Graduated from Undergraduate Navigator Training in May of 1985. Furthering his aviation career he achieved Master Instructor Navigator with more than 3200 hours total flying time in the C130. Executing Military Operations Volant Oak (1985) ,providing airlift in support of U.S. interests in Central and South America; Operation Provide Comfort (1994), Supporting humanitarian aid in Turkey; Operation Joint Endeavor (1996), supporting NATO Implementation Force in Bosnia; Coronet Oak (1996) supporting U.S. interests in Central and South America; Operation Joint Endeavor (1997), support of NATO Implementation Force in Bosnia; Phoenix Banner (2004-2005), as the Operations Officer for Banner Express 04 supervising more than 700 Higher Headquarters missions; Hurricane Katrina / Rita Support (2005) as the Joint Operations Officer for Maryland supporting more than 2000 personnel from the Civilian First Responders, MDDF, Army and Air National Guard in response to Mississippi and Louisiana Area of Operations; Lebanon Repatriation (2006) as the Military Liaison to Governor’s Office of Homeland Security. Following 9/11, Mr. Wilkinson supported the following Contingencies: Operation Enduring Freedom (OEF) (2006-2007) as the Mission Director in the execution cell managing 12 Lines per day in support of the Global War on Terror; OEF (2008) as the Mission Scheduler, Assistant Director of Operations managing 10 mission ready combat crews; Scheduled 187 Missions of 799 Sorties and 566 combat flying hours; Operation Mission Iraq (2012-2013) as the Technical Assistance Team Commander for C-130J Maintenance Team for Iraqi Air Force leading a special maintenance team of 16 members advising Iraqi AF on six C-130J aircraft.

Mr. Wilkinson resides in Maryland with his wife Amy, and they have three sons Ethan, Chase and Atley.
