Profile

Dr. James Matlock is Joint Force Headquarter’s-Department of Defense Information Network (JFHQ-DODIN) Readiness & Security Inspections (DRSI) Director. He serves as the Commander’s independent advisor on DCO-IDM effectiveness inspections and audits. He executes USCYBERCOM’s Command Cyber Readiness Inspections (CCRI) program to include Command Cyber Operational Readiness Inspections (CCORI) evaluating Combatant Commands, Service Cyber Components, and federal Agencies. Dr. Matlock leads Cybersecurity Service Provider (CSSP) Evaluations/Validations on DoD Tier 2 CSSPs supporting JFHQ-DODIN’s General Service CSSP Accreditation Approval Authority and the DoD Chief Information Officer (CIO) as the CSSP Program Office. Dr. Matlock’s directorate also serves as independent auditors for DoD Public Key Infrastructure (PKI) Program Management Office (PMO) auditing DoD and National Security Systems.

Prior to this role, Colonel (Ret.) served as National Guard Bureau (NGB) Advisor to Commander of USCYBERCOM, Fort George G. Meade, Maryland. He also served as Deputy, Cyber Force Implementation Strategy Team, USCYBERCOM, at Fort Meade, MD; and led the development of 6,000 Cyber Mission Force (CMF) Build to include joint, combined full spectrum cyberspace operations capability, capacity and readiness.

Commissioned in 1990 as a graduate of the Academy of Military Science, he served on Air Staffs to include Director of Communications, Texas Air National Guard, Camp Mabry, Texas; Air National Guard Readiness Center, Communication and Information Directorate, as Division Chief Plans, Programs and Resources, Joint Base Andrews, Maryland; and USCYBERCOM. Colonel Matlock also served at Headquarters Air Force, as ANG Advisor to Information Dominance and Chief Information Officer, Office of the Secretary of the Air Force, the Pentagon, Washington, D.C.

Colonel Matlock earned numerous military awards to include The Defense Meritorious Service Medal, The Legion of Merit, Meritorious Service Medal with four Oak Leaf Clusters, and the Air Force Commendation Medal with four Oak Leaf Clusters.

Dr. Matlock completed the Senior Executive Fellow Program, November 2018, John F. Kennedy School of Government at Harvard University, Executive Education.

He has earned Doctorate of Philosophy from Texas A&M University, a Master’s of Science from University of Houston, and a Bachelor of Science from University of Houston.
