Enterprise Collaboration and Productivity Services (ECAPS)

ECAPS is the overarching strategy for the delivery of common applications and services for joint use across DoD through commercial sets of services. The purpose of the DoD ECAPS Strategy is to address how the capabilities and services that are a part of the ECAPS scope will be delivered to improve four areas critical to optimizing Department-wide communication, collaboration, and productivity goals and objectives: seamless interoperability of commercially available communication and collaboration services, secure and ubiquitous accessibility, targeted information access, and rapid evaluation and adoption of emerging capabilities.

ECAPS capabilities are grouped in three functional categories called Capability Sets.  1) Capability Set 1: Messaging, Collaboration, Content Management and Office Productivity; 2) Capability Set 2: Business Voice and Video; and, 3) Capability Set 3: Assured C2 Voice and Video.  Distinguishing differences between Capability Set 2 and Capability Set 3 are: 1) Assured Service Design Criteria and 2) Preemption and Priority/Precedence.
